The sponsor of this list, the Governmental Accounting Standards Board, has an excellent website that has the kind of
information you are requesting. On the GASB website (www.seagov.org), you will find GASB's case studies on performance
measurement use, and effect of use. In particular, I recommend that you review the Multnomah County, Oregon and especially
the Prince William County, Virginia cases. Both jurisdictions have strategic planning processes that are supported by
performance measurement and budgeting processes.

Subject: Business Planning and Performance Measures
I am writing from Toronto, Canada. I am interested in gaining an improved understanding about American "Best practices" in
the use of performance indicators to drive municipal business planning (ie. workload, efficiency, effectiveness target
setting for
key public services). Are there American jurisdictions out on the leading edge in this regard? I am especially interested
in those aligning Council driven strategic planning with business plan targets and budget requirements. Advice on who to
speak to
would be appreciated. I am quite familiar with Canadian practices in this area.
