Business Planning and Performance Measures



I am writing from Toronto, Canada.  I am interested in gaining an improved understanding about American "Best practices" in the use of performance indicators to drive municipal business planning (ie. workload, efficiency, effectiveness target setting for key public services).  Are there American jurisdictions out on the leading edge in this regard?  I am especially interested in those aligning Council driven strategic planning with business plan targets and budget requirements.  Advice on who to speak to would be appreciated.  I am quite familiar with Canadian practices in this area.
