Nancy, I don't yet know of any assessments of performance reporting, but I'm sending a link to the California Scorecard page.  Perhaps the Innovation in Government staff that is getting this scorecard set up might have come across some research you're looking for..... althought I don't know for sure..... but you might check it out.

I am a graduate student at Central Washington University studying Organizational Development. As part of my thesis work, I am developing a method to assess reporting of performance measures for state government.
 
The poulation of the study will be customers, clients, and stakeholders of a state agency. The purpose of the study is to to assess their knowledge/awareness, attitudes and opinions of performance measurements as well as obtain feedback on what method of reporting best suits their needs (i.e. graphic, numerical, etc).
 
Does anyone know of a similar study that has been conducted or that is being conducted; such as a survey? Or, perhaps someone has suggestions that might provide insight into this type of study. Any help is appreciated.
