Developing Performance Measurers - Division of Design and Construction - State of Missouri

I'm trying to help our office establish methods of measuring performance for
responsibilities specific to professional architects and engineers in
relation to project management. I am also aware that project management
covers a very large spectrum. We are a state agency, one of the eight
divisions within the Office of Administration in the State of Missouri. As
I mentioned in my e-mail earlier this month, our main objective is to locate
other organizations which have developed and are using performance measurers
based on some of the responsibilities of our project managers which are:

Updating of P-3 and Project Management System with current comments,
schedules, financial information and negotiation of contracts.

Reviewing of preliminary and final plans/specifications or change orders
submitted by consulting architects/engineers for construction or repair of
state building facilities.

Preparation of written engineering analysis and assessment of
plans/specifications regarding general structural, mechanical or electrical
design compliance to various codes/regulations.

Supervision of professional engineering work in coordinating work between
engineering and architectural firms; outlines and finalizes a general scope
of work for construction projects, coordinates design corrections.

Prepares or supervises the preparation of plans and specifications for
building construction projects undertaken by the Division of Design and
Construction, makes field measurements, does surveying and prepares cost
estimates.

If any organizations have developed similar methods of measuring performance
on any of the above I would welcome a response. I've gotten several
responses to my initial e-mail which I've appreciated but I need more
detailed, specific information on the actual development of methods to
measure performance.
