Performance Measures for Public Works Inspection

Hello,
I'm looking for some assistance in developing Performance Measures for
public works inspection. Possibly someone knows of an agency that has
done this. The projects inspected run the gamut, sewers, storm drains,
roadways, street lighting, traffic signal, landscaping, irrigation,
public buildings(police, fire, libraries, municipal, airport), harbor,
recreation & parks, permitted development, and utility installations in
public r/w. Any assistance is appreciated.
