If you are interested in approaching performance measurement from a
comparative standpoint, you might also want to check the website at
http://icma.org/performance.  This site provides general information about
the ICMA Center for Performance Measurement and also provides a sampling of
the comparative measures used by all the participating jurisdicitons.  Most
of these jurisdictions are in the U.S., but international participants
include Calgary and Thunder Bay.  Even if you are just getting started in
performance measurement, the on-site training we provide and the ready-made
performance measures would eliminate the need to recreate the whole system
on your own.  If you have any questions, please let me know.

We're just getting into this process in our municipality.  I'm looking for
information on developing a process for collecting data, and reporting on
the same data.  I understand some jurisdictions report as part of their
budget process and some use a separate report altogether.

If anyone could send me some sample input and as well as sample output
documents I would appreciate.
