Performance measures for use with information technology for schools

I have been reviewing the technology plan for my son's school district and
find that there seems to be a lack of definitive information about carrying
out the plan and also a lack of any type of measures of whether the
technology plan is meeting district education goals or not. Specify, there
seems to a dearth of information about how the use of technology will assist
teachers in helping students to learn those things considered important
whether they be specific types of knowledge or skills (or behaviors) for use
in learning and in life.

Does anyone know of either (a) an example of what they would consider to be
a good technology plan complete with goals, strategies, links to the general
curriculum, and a clear description of purpose, or (b) strategies for
carrying out a technology plan and criteria for determining whether it was
successfully implemented, measures of the success of a technology plan in
achieving broader education goals? If so, please let me know where to
obtain a copy.

Thanks
