Analysis of the National Fire Plan



I am looking for input as to how our association should proceed in analyzing the federal government's National Fire Plan.  I am assuming that you are not familiar with the plan so I will briefly explain the goals.  The National Fire Plan includes a 10-year Comprehensive Strategy with collaboration among federal, state, and local groups.  The National Fire Plan includes both preparedness for the fire season, actual suppression, and hazardous fuels reduction. 
 
The federal agencies estimate that there are approximately 190 million acres at risk of increased fire exposure due to the increasing accumulation of fuels.  The agencies are proposing to treat approximately 2.5 million acres per year.  However, given that fuels, i.e., trees, brush and other organic matter are likely growing at a faster rate, there will actually be more acres needing treatment in 10 years.
 
I was wondering if anyone know of a "audit template" format that could be used.  I am currently working on a masters in accounting so I have a fair amount of knowledge about GAAP, FASB and GASB.  Thank you.
