Question on financial records

I am having a problem with the way financial payments are processed for 
loans.  I made a payment that was short .40 cents.  They put the funds into a 
suspense account and never notified me that the payments was short. They then 
took out late fees which would now make the next pay short. My statement show 
my payment was not posted to my account, can a facility post funds to a 
suspense account without proper notification to the customer.  I would like 
to approach the manager again and state that this is unfair manipulation of 
funds. Could you help with a form of compliance law for a reference.  I have 
looked at Reg Z but could not find a specific area.
