Alcohol-Drug Prevention Measurements

Do you have any information about practical measurements for alcohol & drug prevention programs/actions?  

I work for California state prevention services.  Prevention programs essentially address information dissemination, youth education, community planning, and environmental/public policy approaches.  It is very difficult to identify who received information (outputs) and also difficult to establish cause and effect relationships (outcomes). There are few output units (efficiency) calculations when public policy, public service announcements, student assemblies, or pamphlet mailings take place. Pure alcohol-drug measures tend to rely on police actions (DUI); communities need more immediate, local data.  Also, so many other events affect this topic, it is difficult to isolate the effect of prevention.
