Re: marketing performance measurement
Jen, In the City of Tucson's new employee orientation, I do a segment on performance measurement and use two "props" to do so: a empty Fritos junk food (small vending machiene) package and a sports page.
Fritos - Holding up the package, I note that Americans love 'junk food' and I say that something happened in the industry a few years back that changed it forever. I turn the package around and note the table on the back which I describe as the "performance of the food" citing the 30% salt and fat content and seg. into the idea that people are asking government how much "fat" is in their programs, how many "calories" does a program have. From here it's easy to go into a preformance "results" portion. Of course, I ham it up a little noting that I eat lots of junk food but also noting that today you can get "good" junk food that performs much better, less fat, etc.(i.e., the market has responded,,, You get the idea.)
Sports page - The question here is "Why do sports keep score?" I emphase the need to keep score to know if you are winning or losing; the taxpayers are not paying them to practice too long!! (they are new employees, after all some training is needed.)

We are about to begin using performance measurement in our community of
70,000 people. One issue that we are trying to address is how to
"market" the concept to
city employees. We want to inform them of the positive aspects of using
performance measurement and explain the benefits. I would appreciate
any information and/or ideas you might have to help us introduce the
concept.
