LIBRARY RESEARCH OFFICER (Program Specialist II) *

Salary Range: $35,438 - $58,597

CLOSING DATE: Open Until Filled

Department of Public Libraries, Business Office, 99 Maryland
Avenue, 2nd Floor, Rockville, Maryland

Employee will be responsible for providing analytical support on
library operations in evaluating programs by use of empirical
statistical analysis, study design, and implementation. In
addition, the employee will manage the measurement program to
provide the County and Library with outcome and results based on
measurements and benchmarking of library service. Duties include:
developing appropriate outcome measures, including methods of data
collection and analysis for Outcome measures; participating in an
ongoing benchmarking project between three major area library
systems; providing consultant service to the Library in conducting
surveys and undertaking the design and execution of those surveys;
reviewing and recommending methodologies for Library Data
Collection and provide support to that activity; and analyzing
data.

MINIMUM QUALIFICATIONS: Graduation from an accredited college or
university with a Bachelor's Degree in Mathematics, Statistics, or
a related field and 2 years experience in providing statistical
research and design. (Equivalency Applies)

SELECTION PROCESS: The applications of those individuals meeting
the minimum qualification will be reviewed to determine the extent
and relevancy of experience and training in the following areas:
(1) demonstrated knowledge and use of automated applications for
data gathering , i.e. SAS, Fortran, SPSS etc.; (2) demonstrated
knowledge of data acquisition sampling methods and procedures,
program evaluation instruments, procedures, and techniques, survey
principles and procedures; (3) ability to design and implement
research and evaluation instruments; (4) ability to prepare
reports, to acquire, organize, and correctly interpret large
amounts of date and utilize data in the conceptualization and
development of realistic program recommendations based upon
evaluation; and, (5) public library experience. As a result of
this evaluation process, applicants may be rated and placed on an
Eligible List as "Outstanding," "Well Qualified," or "Qualified,"
as appropriate. Selected candidate will be required to
successfully pass a medical evaluation prior to appointment.
