In Maine, we define key measures as follows:

* they cover the the major activities for which funding is being provided
* they are relevant to the agency's goals and objectives (i.e. is it reasonable
that if an agency improves its performance the areas being measured that
progress will be made toward the goal and objective)
* they provide what budget decision-makers want to see for information
* they are meaningful to citizens
* they allow readers to understand what the program does and how well it is
being done

We also recommend that state agencies develop a mix of measures that demonstrate
the efficiency and effectivness of the program being funding including, outcome,
output, efficiency, service, and explanatory measures.

Broad goals, can be measured any number of ways.  If you stick with a
results or outcome measure, you can look at the various aspects of the
goal or you can pick those that the general public is likely to think of
when they hear the goal.  The effort is to keep the number of measures
down to the most important, the few, the key measures.   What kinds of
definitions are folks using to describe 'key measures?"
